Bellevue School District substitute charged with child molestation

The man allegedly inappropriately touched two students during the time he filled in at Newport Heights Elementary School between January and April this year.

BELLEVUE, Wash. — A Bellevue School District substitute teacher has been charged with child molestation in two separate cases, according to the Bellevue Police Department.

Bellevue police arrested 73-year-old Robert Scroggs after a "thorough investigation" into his "relationships with students during his tenure" working for the school district.

According to court documents, Scroggs allegedly inappropriately touched an 8-year-old and a 9-year-old student during the time he filled in at Newport Heights Elementary School between January and April of this year.

The documents stated Scroggs was a special education teacher for the school district.

Scroggs was first arrested on June 7 and pleaded not guilty to one count of child molestation on June 20. Scorggs was placed under arrest again on Tuesday after police learned of a separate incident. 

He was again charged with child molestation and pleaded not guilty on Thursday. 

His next court date is scheduled for Aug. 19.

The Bellevue Police Department said numerous tips from community members led to the second arrest.

According to the Bellevue School District, Scroggs worked as a teacher at Newport High School from 2002-2012 and 2021-2023, at Interlake High School during the second half of the 2019-2020 school year, at Sammamish High School for two months during the 2020-2021 school year, at Bellevue High School for the second half of the2020-2021 school year.

Additionally, he served as a substitute at Newport Heights, Somerset, Ardmore and Phantom Lake Elementary Schools as well as Tyee Middle School, Newport High School, and the Evergreen Transition Center during the 2023-2024 school year.
